Records Management 'model'

The project was to undertake a feasibility study of the records management status of the Dorset local authorities and to develop a Records Management ‘model’ that was sufficiently flexible to enable implementation in the 1st and 2nd tier authorities of the Dorset; and complied with the guidance and, as appropriate, the legal and regulatory framework provided by the Lord Chancellor’s Department, The National Archives, the Information Commissioner. The Society of IT Managers (SOCITM) was commissioned to undertake the study and produce the records management model.

The Records Management model was intended to support various business objectives:
• Support the business needs of each Authority for sound record keeping in the electronic age;
• Enable the corporate memory of each Authority to be effectively captured and safeguarded electronically;
• Ensure each Authority was able to meet the target implementation date for Freedom of Information (FOI);
• Adopt standards and practices that were ‘citizen friendly’;
• Take account of other on-going initiatives such as the implementation of e-government that was underpinned by the effective management of records;
• Avoid duplication of effort by pooling resources and skills.

The following are the main outputs from the project:
• An Information Management Policy;
• Business Classification and Retention Schedule for Authority records;
• Information Management Guidance;
• Recommended Software Suppliers for Electronic Records Management Systems;
• Action Plan for implementing the Model across the partnering Authorities.
